Final housekeeping changes in red
ENTRY & FEES
-
The entry fee is $2900 for one passenger vehicle
& two drivers, or $2000 for one motorcycle and rider. Make checks
payable to Rainier Auto Sports Club, Inc (Mastercard and VISA are also
accepted).

The additional fee for a third vehicle driver or
second cycle rider is $700. (Two-person motorcycle teams are possible
if organizers have room to transport one rider)..

Entry will close June 14, 2010, or earlier if the
field is full.
-
Entry fees (less $200 deposit) are fully refundable
through July 1, 2010. After that date a $500 cancellation penalty will
be retained. No refunds will be made once a vehicle has left the
start line.

A maximum of 40 entries will be accepted, with a
reasonable balance of autos and cycles. The organizers reserve the right
to refuse any entry without providing reason, and to assign vehicle numbers
as they see fit.

Lodging on route has been arranged in advance.
The entry fee includes
9 nights accommodations (double occupancy),
plus receptions and banquets.
DOCUMENTATION & ELIGIBILITY
-
The rally is open to the general public. Minimum age is 21 unless accompanied
by a parent or guardian.

Entrants must attend August 15 driver orientation
and sign a liability release before participation is allowed.
-
Entrants must present valid driver's licenses (with
motorcycle endorsement if applicable), vehicle registration, and proof
of vehicle liability insurance. NOTE:Canadian law requires that
proof of insurance be carried at all times! Entrants should also
carry a passport for border crossings.

Drivers may be changed or added during the event,
but this must be prearranged and documented with event organizers. Trading
drivers among vehicles is freely allowed on transit sections, but any such
trade on a TSD section must be approved in advance. (ie: This could
be allowed for press purposes, but not if it appeared to give a scoring
advantage.)

No passengers are allowed in a rally vehicle (except
in an emergency) unless they have been registered.
SCRUTINEERING & VEHICLE ELIGIBILITY
All vehicles:
-
All vehicles shall be road legal and licensed in strict compliance with
regulations of its state or country of registration.
-
All lights must dip to low beam with a single switch.
-
A "business band" radio that receives & transmits
on 151.625 Mhz is required of most vehicles (see RADIO
& COMMUNICATIONS).
-
A vehicle may be excluded from the rally at any point
due to unsafe condition or the actions of the occupants. This includes
violations of these rules, multiple citations, and acts that endanger the
general public or discredit the event.
-
Any participant cited for reckless driving will either
placed in touring class or not allowed to drive for the remainder of the
event.
Cars, Trucks, SUV's:
-
Vehicles must be equipped with OEM seat belts for all as a minimum.
-
A roll bar is required in soft top vehicles.
-
A maximum of four additioinal forward facing lights
are allowed, and forward facing roof mounted lights are prohibited
-
A tow strap, 5BC minimum fire extinguisher and highway flares or DOT triangles
are required.
-
No fuel cans are allowed inside the vehicle, and any additional fuel tank
must be an OEM or otherwise certified installation.
Motorcycles:
-
Fuel must be contained in OEM or comparable quality
main tanks, and auxiliary cells available through OEM dealer channels or
meeting Section
II.3 of Team Strange rules. (As of May 2006, this includes cells
manufacturered by Champion, Fuelsafe, Harwood Industries, JAZ Products,
Summit Racing Equipment, Tulsa Enterprises, Major Engineering, James/Haugen
and Reno BMW). Home-built systems are not allowed, and cells
must be securely mounted to the vehicle not stored in panniers or luggage.

Helmet use is required at all times. Helmets
must be DOT or SNELL approved (CE is acceptable for foreign entrants).

Organizers will transport 40# of clothing or gear
for each cycle, plus 2 spare tires. Gear may be in 1 or 2 containers,
clearly marked with the entrants name and number. A packing list
must be provided, as this may be required at customs. Please pack
securely in a weatherproof bag, not hard-sided case. In general
clothing and overnight gear will be carried by advance crews and unloaded
nightly, tires & parts will be unloaded only on request.

A "buddy system" is required. This means entrants
must declare their riding partners (buddy groups of 2 or 3 riders) before
the event start, and such group must keep track of each other throughout
each riding day. (NOTE: This doesn't mean a "buddy" has to stay behind
with a dead cycle, but must pass this information to an event official
before leaving the scene).
CLASSES
10 classes are offered, entrants must declare
one by 4 pm August 15:
Class I - Passenger cars. Unlimited
navigational equipment.
Class I S - Passenger cars. SOP
equipment..
Class II - Trucks and sport/utility, sports/activity
vehicles. Unlimited navigational equipment.
Class II S - Trucks and sport/utility,
sports/activity vehicles. SOP equipemt.
Class III - Motorcycles 700 cc and under.
Unlimited navigational equipment.
Class III S - Motorcycles 700 cc and under.
SOP equipment
Class IV - Motorcycles over 700 cc.
Unlimited navigational equipment.
Class IV S - Motorcycles over 700 cc.
SOP equipment.
Vintage - 1984 and older vehicle models,
limited to SOP or vintage navigational equipment
Touring class - Will not be scored but
will adhere to the same basic route and schedule as other teams. Except
for temporary trades on transits, any entrant who changes vehicles will
be moved to touring class (an entrant may be considered a finisher even
if their vehicle is not).
Note: SOP is defined as OEM odometer plus
a slide rule, Stevens wheel, and/or electronic calculator. Laptop computers
and Curta calculators are NOT allowed (a laptop may be carried, just not
accessible during TSD sections). Motorcycles are allowed to relocate OEM
instruments as needed, and add a "Speedo
Healer" type device for error correction.
AWARDS
Klondike Award:
To entrants completing 100% of the route under their own power, entering
all regular and extreme controls.
Isuzu "Go Farther" Award: Perpetual
award sponsored by Isuzu. For the team who best exemplifies the spirit
of Isuzu's "Go Farther" slogan. It is also intended to recognize
the efforts of our many private entries who compete successfully with factory
teams.
Team Award: A Team is defined as
three to five entries, including at least one car or truck, one cycle,
and one "rookie" vehicle (where no occupant has run or worked
an Alcan). Each entry on a team will be given a score
factor, which is the ratio of their score to the winning score
in their class. The winning team will be the one with the lowest average
score
factor. Teams must be declared by 8pm
August 15.
SERVICE & VEHICLE REPAIRS
No service crews are allowed at any time or location
after the start. Pre-arranged help is allowed only at facilities
available to all.
STARTING ORDER
Vehicles will be started at 1 minute intervals in
numerical order. As the event uses a "perfect time" format they will be
due in this sequence and interval throughought: The route instructions
include the perfect time for "car #0" at the start and finish of every
section. Each vehicle is in turn due at this time plus the number of minutes
given by their assigned number.
ROUTE INSTRUCTIONS

All instructions are supplemented by an official
mileage, which will take precedence. If a sign or reference is missing,
use the mileage.

In the absence of a route instruction, the obvious
main road should be followed. Redundant instructions may be used to clarify
the main road.

All roads used are public, through roads unless otherwise
specifically indicated in the route book.
-
There are no course following traps on this rally!
DEFINITION OF SECTIONS
TRANSIT: A
time and mileage will be given only for the start and finish of a Transit.
These are touring sections, and competitors may proceed at their own pace
as long as they enter controls at the correct time.
TSD: In
these sections teams must maintain average speeds shown in the route book.
A time and mileage will be given for the start and finish of a TSD and
controls may be located at any point within the section. Practice is not
allowed and vehicles may not enter TSD sections before published opening
times.
DIY: In
these sections teams will use average speeds shown in the route book to
calculate their arrival times. A time and mileage will be given for the
start and finish of a DIY and controls may be located at any point within
the section. Practice is not allowed and vehicles may not enter
before the section is declared open.
CONTROLS & TIMING
TSD CONTROL: May be visible or
hidden, and located at any point within a TSD section. Do not stop at these
controls, as the exact passing time of each vehicle will be recorded. TSD
controls will open 5 minutes before the ideal passing time for car #1 and
close 5 minutes after the last car is due.
DIY CONTROL: Will be located at
any point within a DIY section. At the appropriate reference record your
time (as HH:MM:SS) on the scorecard provided. DIY's will open at the time
designated by the route book or officials, and close 10 minutes after the
last car is due at the final control. The route book will designate
a scoring location after the end of a DIY: you must turn in a completed
scorecard to officials there, and
no
communication with other teams
is allowed during this time. (It's unlikely DIY controls will
be used this year, but they're in the regs just in case).
PASSAGE CONTROL: Control
location plus opening & closing times will be designated in the route
book, and cars may enter at any time while the control is open. The organizers
may extend control closing time at their discretion. Some Passage
Controls may be noted as "Extreme" - these are optional but will
have a small penalty or reward defined in the route book.
MTC (Main Time Control): A
passage control used at overnight halts. Location, time, and other
info will appear in the route book. Attendance is important as the
MTC's purpose is to account for all teams, disseminate new information,
and address questions or concerns.
PENALTIES
TSD & DIY CONTROLS: 1
point per second early or late, maximum penalty of 60 per control or 200
per TSD or DIY. 200 points for entering a section before it's open, or
driving in the reverse direction of rally traffic in these sections.
ALL CONTROLS:
200 penalty points for missing any scored control, except "Extreme"
controls which are 10 points unless otherwise specified.
ASSISTANCE (requiring fuel, extraction,
or towing): 10 penalty points or a $10
fine (payable to the crew assisting).
UNSPORTSMANLIKE CONDUCT (including illegal
service):
First offense 50 penalty points,
a second offense is cause for disqualification.
NO FAULT SCORING
No scoring queries will be considered unless there
is an obvious control log error or they describe a situation common to
a number of vehicles. Instead each entry will have their worst TSD control
score subtracted at the end of day #1, day #4, day
#8, and at the finish (from scores accumulated
during each successive period).
FORCE MAJEURE & FORCE HOMME
* Once the first official car has passed through
a section it is considered open and will be scored barring an accident
or safety problem. No control will be scored, however, if less than 20%
of the vehicles still competing are able to reach that control on time.
(Cycles will be treated as a separate group, and this rule applied for
each group).
* In order to eliminate any pressure for illegal
behavior, an additional allowance will be made for delay due to
official action such as construction or road closure. If less than 80%
of all vehicles still competing are able to arrive on time at a subsequent
control due to such delay that control will not be scored. (Cycles will
be treated as a separate group, and this rule applied for each group).
QUERIES & PROTESTS
The organizers will attempt to deal promptly and
fairly with any query received. These must be presented in writing to the
next MTC after the incident in question and will be answered in writing
before the next morning restart unless a meeting must be arranged to investigate
details.
RADIOS & COMMUNICATIONS
-
A VHF 2-way radio operating on 151.625 Mhz ("Red
dot" frequency) is required of all autos, and each cycle "buddy group".
A hand-held unit is acceptable for cycles.

VHF radios are available for rent ($50) or purchase
($100) through the organizers (please reserve in advance).
-
CB radios are encouraged but are not a substitute
for required VHF equipment. Officials will monitor VHF, not CB
-
Licensed Hams are encouraged to bring their equipment,
many officials vehicles will include Hams.
-
NO two-way radio transmission is allowed during any
TSD section except in an emergency. (Monitoring 151.625 is encouraged
at all times).
GENERAL
-
Maximum planned distance between fuel is 140 miles,
but a range of 200 (cycles) or 300 (autos) is encouraged. Fuel is
the final responsibility of the entrant, and failure of any advance arrangements
will be considered force majeure.

The rally was measured with an AlfaPro odometer using
steel belted radial tires.
-
Any situation not covered by these regulations will
be ruled on at the discretion of the organizing committee.
